Can some crane machines only be rigged, and not able to be set to fixed strength? And if so, are all rigged crane machines like this? (I don't think so).

On most machines you can either set a fixed strength that's always the same (if owner is greedy, they can set it to be too weak for the prizes in the machine), or it can be set to a certain payout rate, so depending on the cost of the prizes, you might have to play 10 times to get a full strength, or 20 times, or 50 times or whatever they set it to.
